There are no houses on the market in the housing estate where I live? . When I key in the name of? my road? on? the property price register I find that there has been one? transaction? in the past 11 months where a house sold for ?190,000 but they give no details as to whether the house has the same number of bedrooms as mine, what the condition of the house is or if it? has a? large back garden.? However two houses around the corner sold in September, one for ?230,000 and one for ?265,000. Again the register provides no detail as to the finer points of these houses. So if I have to? self-assess the value of my house for the property tax,? is it up to me to scope these houses out, quiz the owners? or the neighbours as to the number of bedrooms and compare and contrast them to my own? Well I have a life? as it happens and won?t be doing any of these things.

In theory self assessment of the property tax sounds so simple. It is speculated that the value of the home will go up in bands of ?50,000 and it will be calculated by self-assessment. Householders will pay the rate attached to the nearest ?50,000 band, so a house worth ?220,000 will pay the rate for all houses between ?200,000 and ?250,000 of ?500. The bands go up in ?50,000s . However, anyone who knows anything about property knows it won?t be that straightforward. There are all sorts of anomalies and grey areas that will make it difficult for homeowners to know how much their house is worth.

Say for example you live on a road or in a development where there haven?t been any houses sold in recent months or even years? How do you even begin to value your property?? Or you live in an area where there have been a few sporadic sales but there has been no consistency in terms of the selling prices. This could happen where there are different house types on a road or where there?s been a receiver/bank sale and a? property sold for a rock bottom price. An estate agent told me yesterday that he sold a five bed house in a well regarded development in Dublin 9 for ?170,000. Obviously the vendor wanted a quick sale because this is way below what the house is worth, even in the current market. But if , for example, this was the only recent sale in the development at the time of self assessment for the property tax, would other residents in the area be well within their rights to value their houses in the ?150,000-?200,000 price band also?

There are warnings of penalties for not paying the right amount but in this confused market, it might be hard to prove that a homeowner has under-declared . Another factor, particularly in Dublin, is that there are so few houses on the market so there will be many areas where a clear valuation is not easily deduced. There?s still? an element of trial and error with? the asking prices that estate agents affix to properties,? the property price register is still in its infancy and there has been a dearth of transactions. It has been suggested that homeowners may have to have their homes professionally valued and if that is the case,? it will be interesting to see how even a valuer would go about determining how much a property is worth in many areas where there have been no recent transactions. And if homeowners will be able to appeal if they don?t agree with the valuation or if the valuation turns out to be incorrect in the light of subsequent transactions?.whatever happens it is bound to be tricky.

His voice cracked with emotion.

For Bremerton coach Nate Gilliam, it was a struggle to speak about his final game coaching this group of seniors after Friday?s 45-21 loss at Silverdale Stadium in the first round of the Class 2A state playoffs.

Bremerton, which finished with a 9-2 record and won the Olympic League, had not qualified for state since 1993.

?This team,? the eight-year coach said as he fought back tears, ?finally feels like it?s my team.?

Despite being outgained 374-182 during the first half, the Knights thwarted the Wildcats? early attempts to turn the game into a rout. After Jeff Scavotto and Alex Galgano scored on 5- and 79-yard runs, respectively, ATM was poised to take a three-touchdown lead early in the second quarter. But Taylor Gipson?s fumble in the end zone, which resulted in a touchback, seemed to give Bremerton a new opportunity.

The Knights needed just four plays to capitalize on the opportunity as quarterback Michael Lawrence found wide receiver Shaquille Jones in the right sideline for a 67-yard touchdown pass.

The Wildcats (8-2), who play Tumwater, quickly responded as quarterback Camden Buchanan capped a six-play drive with a 28-yard touchdown pass to Brandon Byrne.

That is when Bremerton built its longest drive of the game. Its 11-play series was interrupted when ATM defensive lineman Foster Wade was knocked out of the game ? he left on a stretcher, which resulted in a 20-minute delay. But the Knights quickly responded as quarterback Michael Lawrence finished the drive with a 25-yard touchdown pass to Ty Haley before he scored on a 5-yard run. That cut Bremerton?s deficit to 19-14 with 1:26 left in the half.

It proved to be too much time, though.

The Wildcats used a 32-yard run by Parker Buchanan to move into Knights? territory before they later scored when Camden Buchanan found Byrne on a 42-yard touchdown pass with 22 seconds remaining.

?I think the kids were trying too hard,? Gillam said. ?I know that sounds silly, but I told them at halftime, ?We?re not asking you to do more than you normally do; we?re just asking you to do what you do.? ?

Lawrence said his teammates tried to no avail.

?We couldn?t get a stop,? he said.

That entertaining back-and-forth momentum carried into the third quarter when Bremerton reduced its deficit to 25-21 on a 7-yard run by Matt Noll on the opening drive of the half.

But led by Galgano, who scored ATM?s final three touchdowns, the Wildcats ended the Knights? hopes of advancing to the state quarterfinals for the first time since 1990 and just the third time in program history. Galgano finished with 288 yards and four touchdowns on 23 carries to help ATM remain in contention for its first state title in the 2A classification. The school won 1A championships in 2002-03.

?They?re big, they?re strong and they?re very disciplined,? Lawrence said. ?They had great play action.?

Meanwhile, Bremerton played without standout running back Andrew Shadle because of two unsportsmanlike conduct penalties in its win last week against Renton. It was his final game, but Lawrence said he hopes it is the start of a legacy for Shadle and the rest of the seniors.

?Hopefully the next class behind us carries it on,? he said. ?We took the first step as a class.?

DHAKA, Bangladesh (AP) ? Amid the ash, broken glass and melted sewing machines at what is left of the Tazreen Fashions Ltd. factory, there are piles of blue, red and off-white children's shorts bearing Wal-Mart's Faded Glory brand. Shorts from hip-hop star Sean Combs' ENYCE label lay on the floor and are stacked in cartons.

An Associated Press reporter searching the factory Wednesday found these and other clothes, including sweaters from the French company Teddy Smith, among the equipment charred in the fire that killed 112 workers Saturday. He also found entries in account books indicating that the factory took orders to produce clothes for Disney, Sears and other Western brands.

Garments and documents left behind in the factory show it was used by a host of major American and European retailers, though at least one of them ? Wal-Mart ? had been aware of safety problems. Wal-Mart blames a supplier for using Tazreen Fashions without its knowledge.

The fire has elevated awareness of something labor groups, retailers and governments have known for years: Bangladesh's fast-growing garment industry ? second only to China's in exports ? is rife with dangerous workplaces. More than 300 workers there have died in fires since 2006.

Police on Wednesday arrested three factory officials suspected of locking in the workers who died in Saturday's fire, the deadliest in the South Asian country's less than 35-year history of exporting clothing.

Local police chief Habibur Rahman said the three will be questioned amid reports that many workers trying to escape the blaze had been locked inside. He said the owner of the factory was not among those arrested.

The three officials were arrested Wednesday at their homes in Savar, the Dhaka suburb where the factory is also located. Rahman did not identify the officials or give their job status.

About 1,400 workers worked at the plant, some 70 percent of them women. Most are from the north, the poorest region of Bangladesh.

Workers who survived the fire say exit doors were locked, and a fire official has said that far fewer people would have died if there had been even one emergency exit. Of the dead, 53 bodies were burned so badly they could not be identified; they were buried anonymously.

The fire started on the ground floor, where a factory worker named Nasima said stacks of yarn and clothes blocked part of the stairway.

Nasima, who uses only one name, and other workers said that when they tried to flee, managers told them to go back to their work stations, but they were ignored.

Dense smoke filled the stairway, making it hard to see, and when the lights went out the workers were left in total darkness. Another worker, Mohammad Rajib, said some people used their cellphones to light their way.

"Everyone was screaming for help," Nasima said. "Total chaos, panic and screaming. Everyone was trying to escape and come out. I was pulling the shirt of a man. I fainted and when I woke up I found myself lying on the road outside the factory.

"I don't know how I survived."

Rajib said the factory conducted a fire drill just three days before the fire broke out, but no one used the fire extinguishers. "Only a selected group of workers are trained to use the extinguishers. Others have no idea how to use them," he said.

The AP reporter who examined the factory Wednesday saw dozens of fire extinguishers with tags indicating they were inspected early this month. Many appeared unused.

Workers expressed support for the factory owner, Delwar Hossain. Rajib said he is "a gentle man" who heeded workers when they protested for more pay and against rough behavior by some managers.

"He took action and fired some of them," he said. "He did not sack any worker. He told us: 'You are my people. If you survive, I will survive.'"

Most the fire's devastation took place on the second and third floors. Sewing and embroidery machines and tables burned to ashes, ceiling fans melted and floor and wall tiles were broken, apparently because of excessive heat. Thick black ash covers everything in the upper floors of the eight-story building.

Much of the clothing on the lower floors was incinerated. Nightgowns, children's shorts, pants, jackets and sweat shirts were strewn about, piled up in some places, boxed in others. Cartons of kids' hooded sweaters, off-white with red and black print, were marked "Disney Pixar."

There were also at least four register books listing buyers including Wal-Mart, Disney, Sears and other companies. Also listed was Li & Fung, a Hong Kong-based buying house that is among the biggest suppliers of garment products from Bangladesh. Li & Fung issued a statement Monday saying it placed orders at the factory for just one company, Kids Headquarters, and that the value of those orders totaled just $111,000.

Prime Minister Sheikh Hasina and Interior Minister Muhiuddin Khan Alamgir have said arson is suspected. Police say they have not ruled out sabotage.

Wal-Mart had received an audit deeming the factory "high risk" last year, said it had decided to stop doing business with Tazreen, but that a supplier subcontracted work to the factory anyway. Wal-Mart said it stopped working with that supplier on Monday.

Calls made to The Walt Disney Company and to Sears Holdings were not immediately returned.

Local TV reports said about 3,000 garment workers held protests over the fire Wednesday, blocking roads and throwing stones at some factories and vehicles. It was the third straight day of demonstrations, and as they did previously, factories in the area closed to avoid violence.

Police used batons to disperse the protesters, but no injuries were immediately reported.

According to local television, most factories in the area closed after opening briefly because of the protests ? a common tactic to avoid violence.

Sun, sand and root canal: Medical tourism booms in Costa Rica

SAN JOSE (Reuters) - When Canadian house cleaner Marlene Trithardt needed a tooth replaced, she drove past her local dentist's office in Alberta and flew to the beach paradise of Costa Rica - to save money.

Trithardt is one of a growing number of North Americans who turn south for medical care lured by lower prices, contributing close to 0.8 percent of Costa Rica's gross domestic product.

"I chose to come here because I find in Alberta the prices are about 80 percent higher than in Costa Rica," says Trithardt, 57, who makes $30,000 a year.

Her treatment will cost $4,000. But even including airfare, hotels and meals for two weeks, the total amount is lower than the $10,000 she said she was expecting to pay for the dental care alone in Canada.

In the bargain, Trithardt got to take a few days to visit Costa Rica's national parks.

Around 40,000 medical tourists visited Costa Rica last year, compared to 36,000 in 2010 and 30,000 in 2009. Most of them are American and Canadian, according to the country's tourism institute, ICT.

Of that number, almost 15,000 of them traveled for dental care, said Massimo Manzi, director at Promed, the council for international promotion of medicine in Costa Rica.

Manzi estimates that medical tourism brought in $196 million to Costa Rica's health industry in 2011, with patients spending an additional $84 million in hotels, meals, travel and shopping. That makes for a total of $280 million spent on medical tourism in 2011, compared to $252 million in 2010.

Costa Rica competes for medical tourists with the likes of India, Brazil, Panama and Mexico, and its proximity to the United States gives it an advantage over Asian and South American destinations.

And while some doctors in the United States discourage traveling abroad for cheaper treatment - saying the quality may not be vetted and that follow-up care is lacking - technology and care standards in the private sector are perceived by the medical community and patients alike to be high.

The dental tourism niche is booming in Costa Rica, a country of 4.5 million people best known for its white sand beaches and lush rainforests. Now accounting for 36 percent of all medical tourism, that figure is seen rising to 50 percent over the next two years, said Promed's Manzi.

Trithardt's doctor, 32-year-old Costa Rican Ignacio Vargas, says tourists represent 70 percent of his business.

SOUGHT BY THE UNINSURED

Virtually all medical tourists are uninsured and pay their own way, said Brad Cooke, head of Medical Tours Costa Rica, a travel agency that works exclusively with patients.

As a result, healthcare reform passed in the United States that will require Americans to get basic insurance by 2014 could reduce demand. However that reform does not cover dental care.

"We had a gentleman, for example, who was interested in coming in for a knee procedure about six months ago and then he decided not to come. He said he'd rather wait and see if Obamacare would cover it", said Cooke.

A few insurance companies in the U.S. like Cigna Corp, Satori and Blue Cross Blue Shield are already expanding their supplier network to include overseas clinics and facilities to help cut costs.

"What we're hoping, and it would be an important step, is that these insurance companies offer an incentive to those who choose the international option," Manzi said.

Costa Rican health officials are grappling with booming demand as it is.

"We are learning how to handle this demand so that we don't get to a point where we are facing waiting periods which would turn patients away from Costa Rica," said Health Minister Daisy Corrales.

To help ensure that demand can be met, Promed works as a guide for investors looking to build new clinics and hospitals that can welcome tourist-patients.

Using biomarkers from prehistoric human feces to track settlement and agriculture

For researchers who study Earth's past environment, disentangling the effects of climate change from those related to human activities is a major challenge, but now University of Massachusetts Amherst geoscientists have used a biomarker from human feces in a completely new way to establish the first human presence, the arrival of grazing animals and human population dynamics in a landscape.

Doctoral student Robert D'Anjou and his advisor Raymond Bradley, director of the Climate System Research Center at UMass Amherst, with UMass colleagues Nick Balascio and David Finkelstein, describe their findings in the current online edition of Proceedings of the National Academy of Sciences.

"We are really excited about how well this method worked," D'Anjou says. "Without even knowing it, early settlers were recording their history for us, and in the most unlikely of ways, in their poop. The prehistoric settlers and their livestock pooped and their feces washed into the lake, which over time left a record of trace amounts of specific molecules that are only produced in the intestines of higher mammals. When you find these molecules at certain concentrations and in specific ratios, it provides an unmistakable indicator that people were living in the area."

Bradley adds, "This approach opens the door to other studies, where the presence of humans is uncertain; we believe it has great potential for much wider applications in archaeology."

D'Anjou carried out the work just north of the Arctic Circle, at Lake Liland in the Lofoten Islands in northern Norway, where humans were thought to have lived in prehistoric settlements from the early Iron Age through the Viking period. They extracted two sediment cores from the lake bottom and used radiocarbon measurements and the presence of volcanic ash from Iceland to establish their chronology. The sediments provided a continuous record extending back roughly 7,000 years.

Paleoclimatologists have long used markers in lakebed sediments, such as charcoal from humans' fires and pollen from cultivated plants, as a natural archive of environmental changes to estimate when humans first began having an impact. But these indirect indicators must be used with care when reconstructing the history of a place because it's not always clear that they indicate human activity in the same area.

By contrast, the presence of a molecular biomarker directly linked to humans, one transmitted through their bowel movements, offers "a strong human signal," as the authors put it, one that can be dated with "excellent chronological control." D'Anjou and colleagues extracted the compound coprostanol, a molecular marker formed from the digestion of cholesterol in the human gut, from the sediment, plus other sterols characteristic of other mammals to estimate the presence of sheep and cattle. From these, they were able to produce a long-term record of the presence and relative population size of humans extending back over thousands of years at the site.

In addition, the geoscientists used two other molecular markers to reconstruct the vegetation history: relative length of carbon molecules found in leaf waxes (different in forest and grassland), and pyrolytic polycyclic aromatic hydrocarbons (PAH) as evidence of fire in the Lake Liland area. They say that taken together, the sediment cores, vegetation changes and fire records clearly define a pre-settlement period with no detectable human activity in the lake's water catchment area from about 7,300 to 2,250 years ago.

At that point, however, changes in the background state appear in the record, marking an "abrupt shift" to significantly increased levels of pyrolytic PAH first, followed by increased human fecal material. This likely indicates that as people moved in, they first cleared the land by burning before establishing a permanent settlement, the researchers say. "This interpretation is bolstered," they add, by the leaf wax record that shows a "marked transition to a more grassland-dominated landscape beginning at this time."

After the initial influx of people to the region, D'Anjou and colleagues say the record shows a lull in human activity from about 2,040 to 1,900 years ago, reflected in all markers. After this, the human and livestock populations steadily increased to a local maximum around the year 500, based on the fecal record, then fell again to a second minimum around the year 850.

The climate scientists note a further decline in human activity and population to another minimum at about AD 1750 that coincided with the highest relative grassland cover for the entire 7,300-year history. Findings related to human activity over the past 7,300 years in northern Norway correlate well with other climate reconstructions, in particular summer temperature patterns indicating poor vs. fruitful growing seasons. This shows that the early settlers were vulnerable to small changes in summer temperature at this far northern location.

Overall, the authors say, the new fecal markers are likely to prove valuable in many other places, to distinguish natural from human factors that influenced the environment in the past.

Wintry weather greets thousands of home-bound Thanksgiving weekend travellers in Michigan

DETROIT - Chilly winds and snow flurries are greeting thousands of Michigan travellers as they head home after spending the Thanksgiving holiday with family and friends.

The long Thanksgiving weekend saw temperatures push into the 60s in places, but Michigan got a preview of winter on Sunday, with midday readings in 20s and 30s and swirling snow in places.

AAA Michigan has estimated that about 1.3 million state residents were planning to travel 50 miles or more during this year's Thanksgiving period, an increase of 7 per cent over 2011.

Many buses are fully booked Sunday on the Megabus discount travel system that serves Detroit, Ann Arbor, Grand Rapids and East Lansing, and flights are packed at Detroit Metropolitan Airport.

SANTANDER, Spain (AP) -Spanish club Racing Santander says United States defender Carlos Bocanegra will be sidelined for six weeks with a muscle tear in his left leg.

Racing says Bocanegra suffered the injury during the United States' 2-2 draw with Russia on Nov. 14.

Bocanegra is playing for Racing in Spain's second division on loan from Scottish side Rangers.

He should not miss any time with the American national side, which next plays Honduras on Feb 6.

The N880E was one of the first devices in the world to ship with Android 4.1 (which was nearly stock as well), so in that regard it's fitting that this was the device chosen to receive the first 4.2 update as well.

This is an astonishingly quick update cycle that ZTE is operating on considering that even Nexus devices just received the update a couple of weeks ago, some of which likely still haven't pulled it down. We really wish more manufacturers out there could operate this quickly when it comes to software updates.
