Red Light Camera Sign Requirements

My question involves a traffic ticket from the state of: Washington

My father received two red light camera violations in Spokane, WA on back to back days. He was not driving, so I already know about RCW 46.63.170 and RCW 46.63.075. I told him to get his receipts to show he was in Montana that weekend as backup. I also told him that it would be better to contest in court rather by mail. Is that right?

I was also looking at the website and did not see the location listed. There is no camera shown at 2nd and Maple: http://www.wsdot.wa.gov/traffic/spok....aspx?cam=4010

I then looked at some of the verbage in the law and saw that:

(b) The department shall plainly mark the locations where the automated traffic safety cameras are used by placing signs on locations that clearly indicate to a driver that he or she is entering a roadway construction zone where traffic laws are enforced by an automated traffic safety camera; Is this just construction zone? Or do signs need to be posted at every photo enforced intersection? I couldn't find anything else.

Any help would be much appreciated.
