Brazil judges uphold Chevron, Transocean operating ban

RIO DE JANEIRO (Reuters) - An injunction banning No. 2 U.S. oil company Chevron Corp and its drilling contractor Transocean Ltd from operating in Brazil was upheld by a panel of three Brazilian federal judges on Tuesday while charges over a November oil spill are being considered.

The judges voted 3-0 to reject arguments by Chevron, Transocean and Brazilian oil regulator ANP that the ANP not the courts has the statutory right to decide who operates in Brazil's oil industry.

Normally the ANP's statutory power would prevail over the courts, the judges said, but the ANP's failures as a regulator contributed to the 3,600-barrel November spill. Prosecutors argue the ban is needed to guarantee up to $20 billion in damages being sought in the courts.

As a result, the ban, published August 1 by another federal judge, was a reasonable judicial remedy to prevent new accidents while the courts consider the merits of civil and criminal charges against Chevron, Transocean and 17 of their employees.

Citing an ANP report on the spill saying Chevron had "an insufficient culture of safety," judge Ricardo Perlingeiro of Brazil's 2nd Regional Federal Tribunal said from the bench that the ANP "contributed to the accident by failing to do its job as a regulator."

"It's clear that the accidents are the result of drilling activities under the management of the concessionaire Chevron and the rig operator Transocean," he said rejecting the appeal. "The technical incapacity of the petitioners in carrying out the damage control plan and in controlling oil spills is clear."

The judges also rejected arguments that the courts cannot ban operations in Brazil as a whole but only in the Frade field.

Expected to take effect in less than a month, the Brazil ban could cost Chevron and Transocean hundreds of millions of dollars in lost business.

It will also disrupt the operations of companies such as Petrobras, Brazil's state-led oil giant, which leases Transocean rigs to explore one of the world's most promising oil frontiers. Transocean, the world's largest offshore rig operator, has 10 rigs operating in Brazil, seven leased to Petrobras, according to the company's latest fleet report.

While the decision will have little immediate effect on Chevron, which shut its only field in Brazil in March after new oil was found leaking in the area, the ANP will not decide on its application to restart operations until the ban is lifted, ANP officials with knowledge of the case told Reuters.

The ban was requested by independent federal prosecutors who are seeking nearly $20 billion in damages for the spill and have charged 17 Chevron and Transocean executives with crimes that carry jail terms of up to 31 years.

"Until the ban was granted, I really thought this case was not going to go anywhere," said Eduardo Santos de Oliveira the prosecutor who launched the civil and criminal cases and asked for the ban. "We need to make sure these companies understand that we are very serious about preventing spills."

De Oliveira spoke to Reuters in an interview on Monday.

The ANP has been informed of the decision to uphold the ban and is considering its legal options, a press spokesman said.

Chevron and Transocean have parallel appeals of the ban under review by judges in the federal courts. They can also appeal Tuesday's ruling to the main Federal Appeals Court in the capital Brasilia.

Chevron said "it was disappointed with the court's decision and is confident that at all times it acted diligently and appropriately."

Transocean said it will continue its legal battle against the ban as well as against the criminal and civil suits. The ban, which carries fines of 500 million reais ($245 million) per day, is supposed to take effect 30 days after formal notification of the companies.

Formal notification, which usually means publication in a legal announcement or serving of the ruling on the parties, has not taken place according to people with knowledge of the Chevron and Transocean cases. That means the companies could have nearly a month to appeal the ban before it takes effect.

Many federal court employees have been on strike this month for higher wages, which could have delayed publication of the notification, federal court press officials said.

Chevron and Transocean deny criminal wrongdoing and say the proposed damages are excessive. For Chevron, the spill caused no injury to humans, "no discernible environmental impact to marine life or human health" and oil never reached shore.

The amount of oil leaked was less than 0.5 percent of the giant BP Deepwater Horizon spill in the United States in 2010 and smaller than many previous spills in Brazil.

"This case is without merit and Transocean crews acted responsibly and quickly, following the highest industry standards. We have a very strong case and we will use every legal means necessary to prove it," Guy Cantwell, the director of corporate communications said in an email.

He said Transocean rigs continued to operate in Brazil.

Chevron owns 52 percent of Frade and is the operator. Petrobras owns 30 percent and Frade Japao, a group made up of Japan's Inpex Corp and Sojitz Corp, owns 18 percent.

Neither Petrobras, Frade Japao, Sojitz or Inpex have been named in any of the lawsuits.

SEAL book raises questions about bin Laden's death

This book cover image released by Dutton shows "No Easy Day: The Firsthand Account of the Mission that Killed Osama Bin Laden," by Mark Owen with Kevin Maurer. This book cover image released by Dutton shows "No Easy Day: The Firsthand Account of the Mission that Killed Osama Bin Laden," by Mark Owen with Kevin Maurer. A first-hand account of the Navy SEAL mission that killed Osama bin Laden is coming out Sept. 11. Dutton announced Wednesday that Mark Owen?s ?No Easy Day? will ?set the record straight? on the raid in Pakistan in May 2011. ?Mark Owen? is a pseudonym for the combat veteran who was one of the first fighters to enter bin Laden?s third floor hideout and also witnessed his death, according to Dutton, an imprint of Penguin Group (USA). (AP Photo/Dutton)

(AP) ? A firsthand account of the Navy SEAL raid that killed Osama bin Laden contradicts previous accounts by administration officials, raising questions as to whether the terror mastermind presented a clear threat when SEALs first fired upon him.

Bin Laden apparently was hit in the head when he looked out of his bedroom door into the top-floor hallway of his compound as SEALs rushed up a narrow stairwell in his direction, according to former Navy SEAL Matt Bissonnette, writing under the pseudonym Mark Owen in "No Easy Day." The book is to be published next week by Penguin Group (USA)'s Dutton imprint.

Bissonnette says he was directly behind a "point man" going up the stairs. "Less than five steps" from top of the stairs, he heard "suppressed" gunfire: "BOP. BOP." The point man had seen a "man peeking out of the door" on the right side of the hallway.

The author writes that bin Laden ducked back into his bedroom and the SEALs followed, only to find the terrorist crumpled on the floor in a pool of blood with a hole visible on the right side of his head and two women wailing over his body.

Bissonnette says the point man pulled the two women out of the way and shoved them into a corner and he and the other SEALs trained their guns' laser sites on bin Laden's still-twitching body, shooting him several times until he lay motionless. The SEALs later found two weapons stored by the doorway, untouched, the author said.

In the account related by administration officials after the raid in Pakistan, the SEALs shot bin Laden only after he ducked back into the bedroom because they assumed he might be reaching for a weapon.

White House spokesman Tommy Vietor would not comment on the apparent contradiction late Tuesday.

"No Easy Day" was due out Sept. 11, but Dutton announced the book would be available a week early, Sept. 4, because of a surge of orders due to advance publicity that drove the book to the top of the Amazon.com and Barnes & Noble.com best-seller lists.

The Associated Press purchased a copy of the book Tuesday.

In another possibly uncomfortable revelation for U.S. officials who say bin Laden's body was treated with dignity before being given a full Muslim burial at sea, the author reveals that in the cramped helicopter flight out of the compound, one of the SEALs called "Walt" was sitting on bin Laden's chest as the body lay at the author's feet in the middle of the cabin.

The publisher says the author used pseudonyms for all the SEALs.

Bissonnette also writes disparagingly that none of the SEALs were fans of President Barack Obama and knew that his administration would take credit for ordering the May 2011 raid. One of the SEALs said after the mission that they had just gotten Obama re-elected by carrying out the raid.

But he says they respected him as commander in chief and for giving the operation the go-ahead.

Bissonnette writes less flatteringly of meeting Vice President Joe Biden along with Obama at the headquarters of the 160th Special Operations Aviation Regiment after the raid. He says Biden told "lame jokes" no one understood, reminding him of "someone's drunken uncle at Christmas dinner."

Beyond such embarrassing observations, U.S. officials fear the book may include classified information, as it did not undergo the formal review required by the Pentagon for works published by former or current Defense Department employees.

Officials from the Pentagon and the CIA, which commanded the mission, are examining the manuscript for possible disclosure of classified information and could take legal action against the author.

In a statement provided to The Associated Press, the author says he did "not disclose confidential or sensitive information that would compromise national security in any way."

Bissonnette's real name was first revealed by Fox News and confirmed to The Associated Press.

Jihadists on al-Qaida websites have posted purported photos of the author, calling for his murder.

The Dangers of Joint Ownership | The Bonfrisco Law Firm Blog

Aug 29, 2012 ?/? By: Michael Bonfrisco, Estate Planning Attorney ?/? Category: Uncategorized

It?s an old cliche that a little knowledge can be a dangerous thing. It is often true in estate planning. Here?s a common example. An elderly person of limited means has heard that his or her home will have to go through probate when he or she passes away unless it is transferred to someone else before the elderly person passes away. Thinking about how awful probate can be, the elderly person decides to transfer the home to the child. That is a gigantic mistake.

Once a home belongs to a child instead of the parent who lives in the home, then all sorts of bad things can happen. If the parent and child get in a disagreement, the child can evict the parent from the home. The child can sell the house. The child?s creditors can go after the house. The child might forget to pay property taxes.

There are much better ways to avoid probate. Trusts are the normal way, but an estate planning attorney can also present you with other options. Whatever you do, do not transfer your home to a child before consulting with an estate planning attorney. It might be the biggest mistake of your life.

The Bonfrisco Law Firm is a member of the American Academy of Estate Planning Attorneys.

Postcards from Mars show rover's key science targets

CAPE CANAVERAL, Florida | Tue Aug 28, 2012 9:28am EDT

CAPE CANAVERAL, Florida (Reuters) - NASA on Monday showed off the first high-resolution, color portrait images taken by the Mars rover Curiosity, detailing a mound of layered rock where scientists plan to focus their search for the chemical ingredients of life on the Red Planet.

The stunning images reveal distinct tiers near the base of the 3-mile- (5-km-)tall mountain that rises from the floor of the vast, ancient impact basin known as Gale Crater, where Curiosity landed on August 6 to begin its two-year mission.

Scientists estimate it will be a year before the six-wheeled, nuclear-powered rover, about the size of a small car, physically reaches the layers of interest at the foot of the mountain, 6.2 miles away from the landing site.

From earlier orbital imagery, the layers appear to contain clays and other hydrated minerals that form in the presence of water.

While previous missions to Mars have uncovered strong evidence for vast amounts of water flowing over its surface in the past, Curiosity was dispatched to hunt for organic materials and other chemistry considered necessary for microbial life to evolve.

The $2.5 billion Curiosity project, NASA's first astrobiology mission since the 1970s-era Viking probes to Mars, is the first to bring all the tools of a state-of-the-art geochemistry laboratory to the surface of a distant planet.

But the latest images from Curiosity, taken at a distance from its primary target of exploration, already have given scientists a new view of the formation's structure.

The layers above where scientists expect to find hydrated minerals show sharp tilts, offering a strong hint of dramatic changes in Gale Crater, located in the planet's southern hemisphere near its equator.

SLANTED LAYERS EXPOSED

Mount Sharp, the name given to the towering formation at the center of the crater, is believed to be the remains of sediment that once completely filled the 96-mile- (154-km-) wide basin.

"This is a spectacular feature that we're seeing very early," project scientist John Grotzinger, with the California Institute of Technology, told reporters on Monday. "We can sense that there is a big change on Mount Sharp."

The higher layers are steeply slanted relative to the layers of underlying rock, the reverse of similar features found in Earth's Grand Canyon.

"The layers are tilted in the Grand Canyon due to plate tectonics, so it's typical to see older layers be more deformed and more rotated than the ones above them," Grotzinger said. "In this case, you have flat-line layers on Mars overlaid by tilted layers. The science team, of course, is deliberating over what this means."

He added: "This thing just kind of jumped out at us as being something very different from what we ever expected."

Absent plate tectonics, the most likely explanation for the angled layers has to do with the physical manner in which they were built up, such as being deposited by wind or by water.

"On Earth, there's a whole host of mechanisms that can generate inclined strata," Grotzinger said. "Probably we're going to have to drive up there to see what those strata are made of."

Also Monday, NASA said it used the rover to broadcast a message of congratulations to the Curiosity team from NASA chief Charles Bolden, a demonstration of the high bandwidth available through a pair of U.S. science satellites orbiting Mars.

"This is the first time that we've had a human voice transmitted back from another planet" beyond the moon, said Chad Edwards, chief telecommunications engineer for NASA's Mars missions at the Jet Propulsion Laboratory in Pasadena, California.

"We aren't quite yet at the point where we actually have a human present on the surface of Mars ... it is a small step," Edwards said.

Can I Refinance My Washington State Mortgage Without Closing ...

Posted on Aug 27, 2012 | 0 comments

For borrowers looking to save money while refinancing their homes, a no closing cost refinance loan is one of the best options since the burden of closing costs is shifted to the lender or broker.? Why pay thousands of dollars our of pocket if you don?t need to?

Refinancing without closing costs in Washington State is securing a loan that does not require the borrower to pay any of the closing fees including no rolling of the costs of closing into the loan amount.? This requires the borrower to accept a higher mortgage rate (usually .125%-.250% for fixed rate mortgages) to compensate for the costs normally associated with closing.? This option is attractive to people who may not have the cash on hand to deal with closing costs but find themselves in need of refinancing their home mortgage loan.

While forgoing closing costs is a way of curtailing cash outlay during refinancing, this does not offset all?funds required at closing?on a refinance loan like the prepaid escrow account (typically for property taxes and homeowner?s insurance) and prepaid interest. These additional?funds can often be rolled into the loan amount during the refinance process for those ?borrowers seeking no money out of pocket.

If you?re willing to accept the higher monthly payment over the course of the loan term, a no closing costs refinance ?loan may be the right choice for you.? Start saving thousands of dollars right now by spreading the costs over monthly payments in the years to come.? This allows you the flexibility to do what you want with your money today and not tie it up in financing fees and costs unnecessarily.? Furthermore, if rates drop in the future, you can go through the process again and realize even greater savings in the future!

Homeowners who aren?t certain how long they?ll be in their current home should also consider a refinance without closing costs since they might not be in the loan long enough to realize the long-term savings associated with a slightly lower interest rate.

If you?re asking yourself whether a refinance without closing costs is the best option for your situation and still aren?t sure, you should enlist the years of experience the mortgage loan experts at Sammamish Mortgage offer.? The real estate market is filled with variables that change from month to month, or at times from day to day.? Securing home financing can be intimidating where smart buyers must constantly adjust to shifting trends in the housing market to get the right loan for their situation. Don?t make a mistake with your refinancing loan by not knowing what your best options might have been,? Instead, contact Sammamish Mortgage for a free consultation about your home mortgage options today!

Most Annoying Hidden Home Defects

Almost every Tampa home buyer knows how to keep an eye out for the most major defects when making an offer to purchase a home; roof repairs, electric problems and worn-out carpets can add thousands of dollars in out of pocket expenses. Unfortunately, some of the most annoying hidden home defects are not the ones likely to show up on an inspection report. In fact, many have little to do with the house at all.

Find out the REAL reason many Tampa home sellers want out of their home then use it as a negotiation tool. Remember, value is in the eye of the beholder and what bugs one buyer may not be a problem for another whatsoever.

1. Noise. If a home sits adjacent to a rail-road track then chances are you have already noticed the noise but some sources of noise pollution are much more difficult to spot; from jet planes flying overhead en route to Tampa International to a bus stop in front of the house, find out what the noise level is likely to be in the new home before making a final offer. On the other hand, if you are relocating from New York or LA then the level of noise in most Tampa neighborhoods is probably easy on the ears and might allow you to make a competitive offer on an otherwise higher priced home.

2. The Neighbors. Sometimes perfectly wonderful people just do nott see eye-to-eye. The NASCAR fan who likes to work on engines every weekend might have little in common with the elderly couple who want plenty of peace and quiet. Those little personality differences can lead to big price reductions.

3. Bad Schools. Retirees and others without children can easily save an average of ten percent or more by buying a home with less than stellar schools.

4. Homeowners Associations. The democratic nature of most HOAs occasionally creates a situation where the majority vote for rules that conflict with the personal goals of specific condo or home owners. Finding a disgruntled owner is an easy way to find instant equity when buying your own Tampa condo or home.

5. High Utilities, Taxes and Insurance. Despite a cap on owner-occupied homes, the rising rate of taxes, insurance and other utilities can create a burden on fixed-income Tampa homeowners.

6. Size Matters. Sometimes a home simply does not fit any longer; Baby Boomers without children at home increasingly find a large home is more than they need while others just getting started with a new family might need more space to fit a growing family.

Foods that can poison pets | Blog | Animal Health Foundation

Veterinarian Tanya Karlecke explains that some staple foods are dangerous and potentially deadly for pets, including raisins and grapes, chocolate and even raw bread dough. Xylitol, a component of many household items such as sugar-free candies and human toothpaste, can also harm pets, writes Dr. Karlecke, who points out the importance of seeking immediate veterinary advice for pets that may have ingested a poisonous substance. The Record (Hackensack, N.J.)

?

There are several food items that are toxic to pets and should be avoided at all costs:

* Macadamia nuts can cause weakness, depression, vomiting, tremors and hyperthermia (elevated body temperature).

* Grapes and raisins can result in acute kidney failure, which may be fatal even with prompt medical treatment.

* Onions and onion powder can cause damage to red blood cells, which can lead to anemia in dogs and cats.

* There are several sugar-free products and candies that contain xylitol (a sugar-free substitute), which can result in a life-threatening drop in blood sugar. At high doses, xylitol toxicity can also result in acute liver failure. Xylitol is found in many products, one of which is human toothpaste. It is very important to always brush your dog or cat?s teeth using only pet toothpaste.

* Chocolate ingestion can lead to hyperactivity, increased heart rate, tremors, vomiting, diarrhea, increased thirst, increased urination and lethargy. At high enough doses, although rare, chocolate toxicity can be fatal.

* Raw bread dough made with yeast can be hazardous. Upon ingestion, the dough is activated by the animal?s body heat, which causes it to rise in the stomach. During this process, alcohol is produced, leading to signs of abdominal pain, bloating, vomiting, depression and ataxia (lack of coordination).

If your pet has ingested any of these items, it is imperative that you speak to a veterinary professional to determine what type of treatment is warranted, if any. If your veterinarian is unavailable or unfamiliar with a particular toxin, he/she will refer you to the animal poison control hotline (888-426-4435). A veterinary toxicologist will gather additional information from you (e.g., amount of toxin ingestion, the body weight of your pet, information on current clinical signs), and will advise as to what the next best course of action is.

Time is of the essence with any type of toxin ingestion, so it?s important to call your veterinarian as soon as possible.

No Guts, No Glory! - sassysoutherngal's posterous

26th August 2012

No Guts, No Glory!

In what sometimes seems like a long, long time ago in a galaxy far, far away I met Jonathan Mast.? I had returned to my beloved University of Arkansas to work on my master's degree and returned to University Baptist Church (UBC). I? knew Jesus before UBC, but I fell in love with Jesus at UBC. ?I was offered the opportunity to assist with the college women's ministry and was happy to be able to be a part.? We had a good core group of students, and we spent a lot of time together outside of church. One of our favorite things to do was to go to people's houses or apartments and play games to all hours of the night.? Specifically, we played Nertz and it got pretty competitive.?The term "no guts, no glory" ?became a common line during bidding and the rounds.? Jonathan and I quickly became good friends and he wanted to date a Christian girl. Since I had worked for three years out of college, I was a little older than he was and tried to "fix him up" with some of the freshman Christian babes.? None of them worked out for one reason or another.?Jonathan and I both spent a lot of time at the home of Scott and?Becky Bull.? We both babysat for them. They taught college classes in our ministry and opened their home for card games, dinners, pool parties, and more. Pretty much, their home was an open and revolving door for us.? Being sort of the leaders of the group, Jonathan I would frequently hang out later than the others. Unbeknownst to me, Becky was lobbying Jonathan on the side that he should ask me out.? In fact, she tried to foster the relationship. She and Scott would go to bed and say - "Set the alarm when you leave." We'd watch television or movies and eat their food for a few hours and go. I think Becky had about given up on Jonathan. Finally, one August night he told me he was going to follow me home?to be sure I made it safely. I thought this was odd because he'd never done that before.? I parked in my spot by my house and saw that Jonathan, in his banana-mobile (he had this horrid yellow car that drove sideways down the road), had pulled in as well.? I got out and reached toward the back to get the dishes in my car when all of sudden Jonathan appeared.? He grabbed me and kissed me and said "No guts, no glory."? He jumped back in his card and took off.? There I stood.

Well, from there life has been an adventure.?We were married 23 years ago today at University Baptist Church with my pastor, H. D. McCarty and Jonathan's dad officiating.? Some of our favorite people sang. I'm all about the music at a wedding. Our best friends and closest family members were there and most of my favorite people on planet earth were with us for the Worship Celebration uniting Jawanda Barnett and Jonathan Mast in marriage.? Jonathan told me a few months ago that we had had for better and worse, in sickness and health and the poorer but he didn't know if we would get the richer. We've had some undesirable things happen to each of us and both of us. We've also been blessed. We have?great?family and friends.? We have a beautiful daughter.?We get to travel some. We get to go to Razorback games.?We've been a part of helping to build some organizations. We've been a part of young people's lives through 4-H, church and Down syndrome outreach.??Even with all the issues our country faces, we have the great privilege and responsibility of living in the United States of America.? We've had good jobs and churches. We've had good mentors and role models. We are told our house feels like a home. That's the way we want it. We have put our faith in God and we are reminded that we are blessed far beyond what we deserve.

I love the movie "Up". Hence, Jonathan's card this year.? It makes me sad.? In the movie, he loves her so much and his life is incomplete without her. He devoted his life to her. That is the same reason I love the movie and it makes me happy.??I think they have a true love.? And I think that Jonathan and I have that same kind of true love.?

Jonathan, I would say we have had plenty of riches.?? Happy anniversary!?

AP-GfK poll: Raise taxes to save Social Security

WASHINGTON (AP) ? Most Americans say go ahead and raise taxes if it will save Social Security benefits for future generations. And raise the retirement age, if you have to.

Both options are preferable to cutting monthly benefits, even for people who are years away from applying for them.

Those are the findings of a new Associated Press-GfK poll on public attitudes toward the nation's largest federal program.

Social Security is facing serious long-term financial problems. When given a choice on how to fix them, 53 percent of adults said they would rather raise taxes than cut benefits for future generations, according to the poll. Just 36 percent said they would cut benefits instead.

The results were similar when people were asked whether they would rather raise the retirement age or cut monthly payments for future generations ? 53 percent said they would raise the retirement age, while 35 percent said they would cut monthly payments.

"Right now, it seems like we're taxed so much, but if that would be the only way to go, I guess I'd have to be for it to preserve it," said Marge Youngs, a 77-year-old widow from Toledo. "It's extremely important to me. It's most of my income."

Social Security is being hit by a wave of millions of retiring baby boomers, leaving relatively fewer workers to pay into the system. The trustees who oversee the massive retirement and disability program say Social Security's trust funds will run out of money in 2033. At that point, Social Security will only collect enough tax revenue to pay 75 percent of benefits, unless Congress acts.

Lawmakers from both political parties say there is a good chance Congress will address Social Security in the next year or two ? if the White House takes the lead. Yet so far, Social Security has not played a big role in the presidential election.

In previous polls, Democrats have typically scored better than Republicans on handling Social Security. But the AP-GfK poll shows Americans are closely divided on which presidential candidate they trust to handle the issue.

Forty-seven percent said they trust President Barack Obama to do a better job on Social Security, and 44 percent said they trust his Republican opponent, Mitt Romney. The difference is within the poll's margin of sampling error.

Charles McSwain, 69, of Philadelphia, said he trusts Obama because he thinks the president is more likely to stick up for the middle class.

"He at least gives the appearance of trying to help people that aren't super rich, and Romney doesn't," said McSwain, who works part time selling real estate.

But Jeff Victory of Nashville, Tenn., worries that Obama doesn't have the stomach to cut benefits to help rein in the program.

"Barack has already shown he's going to give anything free out to everyone he possibly can, so I'm going to have to go with Romney on that one," said Victory, a 26-year-old electrician.

Romney has said he favors gradually increasing the retirement age, but he opposes tax increases to shore up Social Security. For future generations, Romney would slow the growth of benefits "for those with higher incomes."

Obama hasn't laid out a detailed plan for addressing Social Security. But during the 2008 campaign, he called for applying the Social Security payroll tax to wages above $250,000. It is now limited to wages below $110,100, a level that increases with inflation.

Obama says any changes to Social Security should be done "without putting at risk current retirees, the most vulnerable or people with disabilities, without slashing benefits for future generations and without subjecting Americans' guaranteed retirement income to the whims of the stock market."

Romney's running mate, Rep. Paul Ryan of Wisconsin, has been a leading proponent in Congress of allowing workers to divert a portion of their Social Security taxes into personal investment accounts. Romney has not fully embraced the idea, but Democrats are using it to accuse Republicans of trying to privatize Social Security.

Romney put Ryan on the ticket Aug. 11. The AP-GfK Poll was conducted Aug. 16-20.

About 56 million people get Social Security benefits. Monthly payments average $1,236 for retirees.

The options for fixing Social Security fall into two broad categories ? raising taxes or cutting benefits, or some combination of the two. But there are many options within each category. For example, raising the retirement age is a benefit cut for future generations, because they would have to wait longer to qualify for full benefits.

Retirees now can qualify for full benefits at age 66, a threshold that is rising to 67 for people born in 1960 or later.

In previous polls, most of the options for addressing Social Security scored poorly among the public, which helps explain why Congress hasn't embraced them. But the AP-GfK poll forced people to make a choice: Raise taxes or cut benefits? Raise the retirement age or cut monthly payments?

Democrats, Republicans and independents all favored raising the retirement age over cutting monthly payments. But there was a big divide on raising taxes. Sixty-five percent of Democrats and 53 percent of independents supported higher taxes, compared with just 38 percent of Republicans.

"Raising taxes, especially on the people that provide the jobs for us, is not an option because what you do there, you discourage promoting jobs," said James Taylor, a 68-year-old retiree from Golden, Miss.

But Juan Tellez, a 22-year-old college student in Gainesville, Fla., said he would accept higher taxes if it means preserving benefits, even though he's not very confident Social Security will be around for his generation.

"I think of Social Security as an investment, as a public investment almost, something more communal," Tellez said. "I feel like I would want to invest in that."

About three-quarters of the public believe Social Security is an important issue, though there is no consensus about whether people will be able to rely on it throughout their retirement. Only 30 percent said it was very likely or extremely likely they will be able to rely on Social Security.

Among people younger than 35, just 20 percent believe Social Security will provide income throughout their retirement, while 55 percent of people 65 and older said the same.

"I'm not planning on it at all, honestly," said Victory, the 26-year-old electrician.

The poll involved landline and cellphone interviews with 1,006 adults nationwide. Results for the full sample have a margin of sampling error of plus or minus 3.9 percentage points.

2012 College Football Preview: Top Mid-Majors

If there was ever a year in major college football when the presence of a BCS Buster should not be expected, this is the one. In fact, we've probably seen the last of the BCS Buster for some time.

The usual suspects are simply disappearing. TCU is no longer a BCS Buster after joining the Big 12 this season. The Horned Frogs will be contenders in the Big 12, but there's a certain luster to seeing them trying to upset the big boys of the FCS world.

Boise State isn't close to being the same team it has been in the past, at least not on paper. Graduation seems to have finally hit the Broncos too hard. They'll likely be good when compared to other mid-majors, but they shouldn't reach the elite national level as usual.

Don't expect to see a mid-major team in a BCS bowl for a second straight year, and for many more seasons to come for that matter. Boise State moves into the BCS next year, which eliminates their BCS Buster status. BYU is the one team that seems to have the ability to maybe reach the heights of a BCS Buster again.

However, with the creation of a four-team playoff, BCS busting becomes much less relevant. It was a good run for the mid-majors, but I'm afraid it's over.

So instead of ranking the top BCS Buster threats, since there genuinely aren't any, here's the top 10 mid-majors in the country that the major schools should beware of. Projected record is in parenthesis.

1. Boise State (9-3, 7-1 in MWC)

The Broncos might not be up to the caliber of recent tradition, but this is a team still capable of upsetting school from major conferences. They only get one shot at doing so in the regular season, however, with a Week 1 matchup against Michigan State. Boise State has to replace too many pieces for anyone to feel like the Broncos have the ability to be a BCS Buster, though. Their schedule isn't nearly as strong as it was in the past, either. However, a lot of what happens in the polls is based on reputation. Boise State has developed the reputation that if anyone is going to be a BCS Buster, the Broncos will be. This looks more like a rebuilding year, though.

2. Central Florida (9-3, 7-1 in C-USA)

UCF has as much talent as any mid-major school in the country, including Boise State. The Knights have the good fortune of being able to do most of their recruiting in Florida, which allows them to sneak away some of the state's top talent from the likes of Florida and Florida State. DT E.J. Dunston, in particular, stands out. The Knights have a huge Week 2 matchup at Ohio State on Sept. 8. Two weeks later, they test SEC waters by hosting Missouri. Should either Ohio State or Missouri sleep on the Knights, they're going to suffer an unexpected loss.

3. BYU (7-5)

It's not an impressive predicted record, but the Cougars are still one of the biggest threats among mid-majors. BYU is now an independent, leaving its schedule open for a number of opponents from the major conferences. The Cougars open with Washington State, which should be a win. Two weeks later, they visit in-state rival Utah. Oregon State, Notre Dame and Georgia Tech are also on the schedule. Expect BYU to win at least two of those games if not more. With Riley Nelson returning at QB, the Cougars should once again feature a passing game that demands the respect of all opponents.

4. Houston (9-3, 6-2 in C-USA)

Case Keenum is gone, but David Piland is at QB and he got plenty of experience two sesons ago filling in for the injured Keenum. Also gone is coach Kevin Sumlin, but previous Cougars top assistant Tony Levine has taken over the program. Not much will change in Houston in regards of scheme under Levine. Houston will still pass the ball a ton, and having an experienced QB and solid OL means the Cougars will likely remain impressive in doing so. UCLA is the only opponent from a major conference on the Cougars regular season schedule, but Conference USA's bowl affiliations allow for matchups against bigger schools in the postseason.

5. Ohio (11-1, 8-0 in MAC)

QB Tyler Tettleton is the most talented signal-caller in all of the mid-majors this season. Ohio has the pieces to roll through the MAC. This schedule sets the Bobcats up nicely for double-digit wins. A visit to Happy Valley to face beleaguered Penn State in the season opener is the date against a major conference opponent. And Penn State could be ripe for an upset, too, with all the distractions taking place there. It won't be a surprise if Ohio somehow finishes the year undefeated and ranked. The Bobcats strength of schedule keeps them from being a BCS Buster.

6. Louisiana Tech (7-5, 5-1 in WAC)

This is one of the most talented teams La. Tech has had in quite some time. Expect the Bulldogs to run away with the downtrodden WAC title, but don't be shocked if they upset a couple major opponents in the process. Texas A&M, Illinois and Virginia are all on the schedule. A&M is the season opener, and if the Aggies decide to look ahead to Florida, then an upset could be brewing. Illinois and Virginia could be upset worthy as well. Beware the Bulldogs.

7. Tulsa (7-5, 6-2 in C-USA)

Tulsa must replace a great QB in G.J. Kinne. Cody Green, a transfer from Nebraska, is stepping into the role and takes over an offense with experience at nearly every other position. That will make his transition into the starting role easier. There are some playmakers on defense as well. The Golden Hurricane will be in position to challenge for the C-USA title. They have matchups against Iowa State and Arkansas later in the season to surprise a major opponent, too. I don't see Tulsa winning either of those games, especially Arkansas, but Iowa State should beware in the season opener.

8. Southern Miss (7-5, 6-2 in C-USA)

Southern Miss impressive a year ago, but coach Larry Fedora moved on to take the job at North Carolina. The Golden Eagles tapped South Carolina defensive coordinator Ellis Johnson as his successor. Johnson has played a major part in the Gamecocks having one of the best defenses in the country the last couple years. It's unlikely So. Miss is as good as it was a year ago, but the Golden Eagles are in good hands. They play as challenging of a schedule as any mid-major with Nebraska and Louisville joining Boise State on the non-conference schedule. It's not crazy to think they'll beat one of those three teams.

9. SMU (6-6, 5-3 in C-USA)

June Jones nearly left the Mustangs, but decided to stick around and continue building on what he's started at SMU. Jones' offenses always put up big numbers, and with RB Zach Line and WR Darius Johnson returning there's no shortage of weapons for University of Texas transfer Garrett Gilbert to utilize. Gilbert didn't fit in with the Longhorns, but Jones' system is much more like the one he play in during his high school career at Lake Travis, Texas, breaking every high school passing record the state recognizes. With Texas A&M, Baylor and bitter rival TCU on the schedule from major conferences, it's hard not to fill like the Mustangs are going to shock someone.

10. Western Michigan (9-3, 6-2 in MAC)

With Alex Carder directing the offense at QB, WMU is a serious threat to any defense. The Broncos aren't going to stop too many offenses, though. That makes them a serious threat in the MAC, but not to many teams from major conferences. But the Broncos will have their opportunities to knock off someone from a big conference. Illinois, Minnesota and Connecticut are all on the schedule and each aren't untouchable for the Broncos.

St louis Roofers, Boyster Roofing - Significance Of Roofing

to Jeff A.

You should take roofing repairs and maintenance seriously if you wish to stay clear of unforeseen financial costs. Roofing is a crucial house improvement project and one that involves massive monetary investments. Given that most roofing projects involve good deal of cash, it is vital that you work with the proper service provider.

Choosing the best Roofing Contractor

Even though there are numerous roofing contractors that can fulfil your requirements, it's in your interest to select a professional roofing contractor. Qualified contractors are best prospects for the job mainly because they have many years of expertise in the discipline. When selecting a professional roofing contractor, be certain you check the service standard of the provider. There are numerous contractors who claim to be experts but they are not able to supply quick service due to the fact they don't have the essential work force. Great roofing contractors provide prompt and responsive emergency services to complete your specifications.

When selecting a roofing contractor, make sure their work force is skilled and qualified to complete the job. Specialist roofing contractors have qualified work force which can identify all kinds of challenges you're most likely to face in advance. Furthermore, the work given towards the contractor has to be fully guaranteed. If they do not give any kind of guarantee, they will not correct any roofing challenges that you detect right after they complete the work and then leave your property.

You have to also check if the roofing contractor is registered with under Construction Skills Certification Scheme or CSCS. Contractors which might be CSCS listed have construction expertise which might be necessary to complete the work. The roofing contractor you use must also hold a extensive insurance coverage plan. If the contractor holds a extensive insurance plan, it'll shield you and your property from monetary damage when people are injured. Complete insurance coverage policy will also guard you when third party property is broken when roofing repairs and also upkeep is done.

Benefits of Picking Professional Roofing Contractor

Although selecting the best roofing contractor may take time, you will be glad that you took time to pick the correct contractor when the project starts. In the event you select an unprofessional contractor, you will soon recognize the blunder you've committed. Instead of repenting for your errors, take your time in deciding on a professional roofing contractor who can complete the job with out any difficulty.

Picking an expert contractor for your roofing specifications will place your thoughts at ease. Even if the work will need quite a few months to complete, you will need not be concerned as you've chosen an expert to complete the job. Due to the fact qualified contractors have numerous years of expertise in the field, they are going to design roof that can enhance the energy efficiency of your house. Hiring an expert contractor will also support in improving the value of the home. Most new property owners choose buying homes which have new roof mainly because updating the roof is an high priced and time-consuming approach. For those who set up a new roof before you put your house for sale, you are probably to obtain a improved value for your property.

Pentagon eyes top Marine as Afghan commander

WASHINGTON (Reuters) - Defense Secretary Leon Panetta has recommended General Joseph Dunford, the No. 2 Marine officer, to lead the war effort in Afghanistan once the outgoing commander of U.S. and NATO troops rotates out of the post, a U.S. official told Reuters on Wednesday.

The decision will ultimately rest with President Barack Obama and his nomination would need to be approved by Congress.

Dunford, who served in the Iraq war, would replace General John Allen, who took over command of the Afghan mission in July 2011 and who is expected to become the next head of U.S. forces in Europe sometime this winter.

The White House and the Pentagon declined comment.

Dunford, whose recommendation by Panetta was first reported by The Wall Street Journal, would oversee plans to withdraw most of America's combat troops by the end of 2014, as the United States hands over security control to Afghan forces.

Dunford has been assistant commandant of the Marine Corps since October 2010. Previous posts include serving as commanding general at Marine Forces Central Command. He holds a master's degree in government from Georgetown University and another in international relations from the Fletcher School of Law and Diplomacy.

Judge to rule on Jackson guardianship changes

LOS ANGELES (AP) ? A judge is expected to appoint Michael Jackson's nephew as a co-guardian of the late pop superstar's children on Wednesday, establishing continuity for them in case their grandmother becomes unable to raise them.

Superior Court Judge Mitchell Beckloff has said he is inclined to appoint Tito Jackson's son, TJ, to share guardianship responsibilities with Michael Jackson's mother. The 34-year-old stepped in and was appointed a temporary guardian last month when Katherine Jackson was incommunicado during a stay at an Arizona spa with relatives.

Beckloff has said Katherine Jackson is doing a great job raising Prince, Paris and Blanket Jackson, who range in ages from 10 to 15. The Jackson family matriarch's absence coincided with a split in the family over whether to support the executors of the late singer's estate, some of whom think should resign.

Katherine and TJ Jackson have agreed to the co-guardianship arrangement, which is aimed at alleviating stress on the children's 82-year grandmother. The agreement calls for the other to assume sole guardianship duties if the other is unable to serve any longer.

TJ Jackson was a relative unknown to the public before the recent rift in the family. He performs in a band called 3T along with his brothers and was close to his uncle, Michael, before the pop star died unexpectedly in June 2009 at age 50.

TJ Jackson is a cousin of the children and has remained close to them in the three years since the singer's death.

Wednesday's hearing is expected to be a legal formality, with TJ Jackson already earning the support of the two oldest children. Their mother, Deborah Rowe, has also indicated she is comfortable with the arrangement.

Three of Michael Jackson's siblings, sisters Janet and Rebbie and younger brother Randy, have all expressed concerns about the administrators of the singer's estate and called on them to resign. The window to contest the singer's will is closed, but the trio said as recently as last week that challenging the executors remains their priority.

Jackson's estate has generated more than $475 million in gross earnings since the singer's death. He left his estate to benefit his mother and children, with a share allocated to unspecified charities.

Would you pay $10 for a can of air from Paris?

Using what appears to be a business plan inspired by the movie "Spaceballs," Kirill Rudenko, a Prague-based photographer, is selling "canned air" from Paris, New York and other major cities for $9.99 a pop.

The 3-and-a-half-inch cans--available through Rudenko's Etsy.com shop--come with wine-like labels that disclose the blend of concentrated air inside.

The Paris air formula, for example, is:

20% The Louvre
20% Notre Dame
25% Eiffel Tower
15% Mus?e d'Orsay
10% Champs-Elys?es
10% Sacre Coeur

New York's can contains:

20% Empire State Building
10% Grand Central Terminal
10% Chrysler Building
20% Statue of Liberty
10% Little Italy, Chinatown
10% Brooklyn Bridge
10% Times Square
10% Central Park

Rudenko claims the "fresh air" from New York "relieves stress, cures homesickness?and helps fighting nostalgia," though it "may contain traces of Bronx, Brooklyn, Queens or Staten Island."

In "Spaceballs," the 1987 comedy directed by Mel Brooks, Planet Spaceball wasted its air, and President Skroob--played by Brooks--is seen huffing bottles of Perri-Air.

But as Rundown.com pointed out, Rudenko may have been equally inspired by the Italian artist Piero Manzoni, who in 1961 sold 90 cans that purportedly contained his own feces. And Manzoni's "Merda d'artista" had similar labeling.

Hopefully Rudenko's cans smell better.

Below, the aforementioned "Spaceballs" scene.

Somalia: A new parliament but no presidential vote

(AP) ? Members of a new parliament in Somalia are being sworn in, but there will be no presidential election.

The mandate for Somalia's U.N. mandate ended Monday, the day by which international backers had hoped a new presidential election would be held. But selection of a new, 275-member parliament has lagged behind schedule amid allegations of intimidation and corruption, and elections for a speaker of parliament and president are still several days away.

Some 225 people have been named to the 275-member parliament, and those members are to be sworn in Monday. When the full body is seated, elections will be held.

Somalia has been without a fully functioning government since 1991. The U.N. hopes the current political changes will help seat a government that can provide services to the people.

Are You Getting the Most out of Business Networking? | Business 2 ...

As the old saying goes, it?s not what you know, it?s who you know! Business networking has never been more important, whether it?s keeping in touch with old colleagues on linked in or finding new clients via Twitter or a good old fashioned networking event.

Just like a website with no backlinks will get no traffic, turning up at a networking event or following important people on social media will pull you no favours unless you know how to interact, or Network, to get results.

Here are my top ten tips for business networking in the virtual world as opposed to the real world

Introduce yourself properly.

When you meet someone in person, you?d introduce yourself with your full name. If you?re approaching someone via email, be sure to have your email signature completed to include any links back to your website, Twitter or Facebook page so that your new contact can check out who you are and what you do. Explain why you?re getting in touch, where you came across them and why you want to work with them. It can sometimes be harder to make a first impression in text than in person, so make sure the overall tone of your words are friendly and leave no room for misinterpretation.

Make sure your ?About me? is complete

The ?about me? page of a blog or website, or the short bio you can fill in on Twitter or Facebook have become like the ?Elevator pitch? for the digital world. You only get a very small space to make your first impression so make sure it counts! If someone checks your profile and the bio is incomplete or not clear, it may be the difference between them replying to you and becoming a valuable contact, or blocking you as spam.

Be a good Listener

Some of the best networkers are also the best listeners. They have heard what everyone has to say, taken it all on board and used the information to give better advice, be more interesting and in the process show themselves to be selfless. Listening online is more about reading whar others are saying, so read a lot of blogs, industry press and comments, then comment back, share what you?ve learned and acknowledge other people?s work and opinions. Remember, networking is two ways, and by listening to other people you?re proving that it?s not ?all about me?!

Be aware of your Image

Online it can sometimes be hard to identify who the real person is behind the screen. The best way to build trust in others is simply to be genuine, honest and above all, be yourself. Let people see what you look like by adding a photo to your profile, and try and keep the same or similar style across all of your online sites. Develop a style that reflects both you and your business image, and shows you as professional, trustworthy and approachable. It helps to show your followers that they are in fact dealing with the same person and that you are a real person!

Follow up

An initial email, wall post or Tweet from someone is a great start, but that?s not a relationship. Follow up any contact you have, whether it?s replying to Tweets, answering questions, or commenting on blog posts.

Be Helpful

It?s impossible to have eyes and ears everywhere, so if you can offer help to someone you meet online, then help them! We?ve had tips from people about how to fix the layout on our blog, something we weren?t aware of as it looked fine in our browser. Likewise, if you know someone who can help someone else out, why not put them in touch?

Know when to move on

There?s no point flogging a dead Horse, and if you are not getting anything from a relationship it is time to move on. Likewise, if you think you?ve got a relationship going and then realise it is totally one sided, maybe it?s time to question whether you?re getting as much out of it as the other person.

Don?t Oversell

Networking isn?t sales; it?s about building profitable relationships. You?ll find that if you use your social media profiles purely for sending out sales information and offers that you?ll struggle to build up any engagement at all.

Be Positive

Save any personal issues or complaints for your friends and family. To get the most out of networking you need to focus on what you?re there for, and that is to make beneficial business contacts.

Be Open Minded.

Even if you work in a small local business, don?t shut yourself off from the world. Through our online business, we?ve been introduced to countless other people all over the world who we wouldn?t have had the privilege of working with had we just concentrated on our area.
