British humor and intrigue of 'Doctor Who' finds attentive audience in ...

Running in one form or another on the BBC for nearly 50 years, ?Doctor Who? has recently exploded in popularity, growing from an obscure British sci-fi to one with a significant American audience. It?s not hard to see why the show has caught on. ?Doctor Who? is a particularly addictive mix of comedy, adventure and horror with separate threads held together by its endlessly compelling main character. Armed only with his wits, a blue police box time machine, and a succession of enthusiastic young women, The Doctor is an anarchic, mercurial force for good in a hostile universe, a symbol that brains and heart can triumph over repression and power.

What truly gives the show longevity, however, is a clever story-telling trick. The Doctor?s alien biology, it seems, gives him the ability to regenerate into a new form (and more importantly, a new actor) when he?s gravely wounded or killed. With a new face often comes a new mood; one era of the show played at gothic horror, while others have leaned more on science fiction trappings. Most recently, the prevailing mood of the show has been one of conspiracy and deceit, with unseen enemies playing mind games with the Doctor for the fate of worlds.

This variability is the secret strength of ?Doctor Who,? because not only is it free from relying on any one actor for too long, it is possible for the show to switch direction quickly and easily. All you really need to tell a ?Doctor Who? story is The Doctor himself, and many episodes run on the simple conceit of dropping The Doctor into a random story and watching what happens. The result is essentially an anthology show with a basically consistent set of main characters.

The Doctor?s companions, usually women and often British, are also an integral part of the mix. At their best, characters such as Amy Pond and Donna Noble are relatable and offer human perspective on the insanity they find themselves thrust in. While the show takes the occasional turn into damsels-in-distress style sexism, for the most part it offers refreshingly un-sexualized and capable female characters. The relationship between The Doctor and his various companions is seldom anything but platonic, and one of the strongest elements of ?Doctor Who? is the affection between the characters. Beneath the clever banter, alien threats and endless running through corridors lurks a show that is deeply concerned with morality and family. ?Doctor Who? at its best spends a lot of time examining ethical questions and exploring the deep bonds of friendship that can grow between very different people.

It would be easy for these heavier themes to weigh down the show, but the writers keep the tone light. ?Doctor Who? thrives on a snappy format of thrills, chills and laugh-out-loud silliness. Between the mixture of sci-fi farce and moral themes, ?Doctor Who? stands out as deeply rewarding and compelling television.

Obama to use 'affirmative' message in closing campaign pitch

WASHINGTON (Reuters) - After three days of focusing on superstorm Sandy, President Barack Obama will return to the campaign trail on Thursday with a more "affirmative" message to win over undecided voters in the final days of the race for the White House.

With polls showing a tight contest between the Democratic incumbent and Republican challenger Mitt Romney before Tuesday's election, Obama will use trips to political battleground states to make a closing appeal for a second term.

That argument will touch on points he has made for months about the choice between competing Republican and Democratic visions, Obama advisers said, but it will put more weight on Obama's ideas for the future and could resurrect some of the hopeful themes that helped him win election in 2008.

"You're going to see him lift up ... the vision of what we're fighting for," senior campaign strategist David Axelrod said in an interview last week before the storm, adding the construction of Obama's "stump" speech would alter slightly in the final days.

"We'll still address what the choice is. You have to address the choice. But I think it'll tilt toward the affirmative, toward the future."

Obama was to have started his closing argument on Monday during a rally in Florida, but he skipped that event to return to Washington to help coordinate storm relief. The massive storm pummeled New York City and other parts of the U.S. Northeast.

The president has not given a traditional campaign speech since Saturday - an unusually long period this close to Election Day - but has remained in the public eye with daily remarks in Washington and a trip to New Jersey to survey storm damage.

Romney, who also canceled some political rallies because of the storm, limited his attacks on the president while campaigning on Wednesday in Florida.

Obama won the 2008 election using the themes of "hope" and "change," which resonated with voters disgruntled with the policies of Republican President George W. Bush.

This year, Obama used "Forward" as his slogan, but his message - and that of his surrogates - has included stinging attacks on Romney, a former private equity executive and Massachusetts governor.

Republicans charge that Obama's message has been negative because his record on the economy is weak. Democrats counter that Romney, who has leveled his share of negative attacks at Obama, has twisted the truth about the president's record and run away from his own.

While Obama starts a tour of swing states including Nevada, Colorado and Ohio, his campaign is focusing intensely on its get-out-the-vote effort, which Democrats believe will give them an edge on Election Day.

Campaign manager Jim Messina, who built the Obama "ground game" of volunteers, said online donations coming in now were going straight to that operation, rather than to television advertising.

"Anything I get online, it goes right out to the ground," Messina said in an interview, contrasting that strategy with Romney's team. "They're still dumping money trying to get a bigger advantage on TV," he said.

His philosophy is evident in the campaign's Chicago-based headquarters. The office, once bustling with hundreds of people, is thinner now as staff members leave to spend the final days of the race working in key states, getting applause from their colleagues as they depart.

Messina said television was less important in the final stretch than having volunteers get voters to the polls.

"The final days, I think TV is way less relevant," Messina said. "We have always banked on the endgame to put us over the top. That's where we are, and we continue to feel very confident that interaction between our neighborhood leaders and their friends and neighbors is how you persuade people at the end."

The petition seeks enforcement of the current EMF radiation safety norms by abolishing self-regulation and establishing an independent Regulatory Authority to decide EMF radiation safety levels and to monitor and enforce its implementation; tightening the norms as per Precautionary Principle in order to bring them in line with the safety norms followed by other countries and proposed by independent scientific studies; making environmental impact assessments mandatory prior to installation of cell phone towers and banning installation of phone masts in highly populated areas, protected natural areas and in places where endangered species exist.
The petition states that Cell phone technology has revolutionized the telecommunication scenario in India. Due to its several advantages, cell phone technology has grown exponentially in the last decade. Currently, there are more than 50 crore cell phone users and nearly 4.4 lakh cell phone towers to meet the communication demand. The numbers of cell phones and cell towers are increasing without giving due care to its disadvantages. All over the world, people have been debating about associated health risk due to radiation from cell phones and cell towers.
A cell phone transmits 1 to 2 Watt of power in the frequency range of 824 ? 849 MHz (CDMA), 890 ? 915 MHz (GSM900) and 1710 ? 1780 MHz (GSM1800). A cell phone has a SAR (Specific Absorption Rate) rating. In USA, SAR limit for cell phones is 1.6W/Kg which is actually for 6 minutes per day usage. It has a safety margin of 3 to 4, so a person should not use cell phone for more than 18 to 24 minutes per day. This information is not commonly known to the people in India, so crores of people use cell phones for more than an hour per day without realizing its associated health hazards.
A base station and its transmitting power are designed in such a way that mobile phone should be able to transmit and receive enough signal for proper communication up to a few kilometers. Majority of these towers are mounted near the residential and office buildings to provide good mobile phone coverage to the users. These cell towers transmit radiation 24?7, so people living within 10?s of meters from the tower will receive 10,000 to 10,000,000 times stronger signal than required for mobile communication. In India, crores of people reside within high radiation zones.
In India, we had adopted radiation norms given by ICNIRP (International Commission on Non-Ionizing Radiation Protection) guidelines of 1998 for safe power density of f/200, where frequency (f) is in MHz. Hence, for GSM900 transmitting band (935-960 MHz), power density was 4.7W/m2 and for GSM1800 transmitting band (1810-1880 MHz), it was 9.2W/m2. The Inter Ministerial Committee constituted on 24.08.2010 recommended for lowering the mobile towers? EMF exposure limits to 1/10th of the existing prescribed limit. These new norms came into force on 01.09.2012 but still fall short of solving the problems posed by cell tower radiation.
The ICNIRP guidelines clearly state that for simultaneous exposure to multiple frequency fields, the sum of all the radiation must be taken into consideration. However, in India, we have applied this limit to individual carriers, so the radiation level exceeds by several times than even prescribed by ICNIRP guidelines, depending upon the total number of transmitters in that area Some of the people (especially older people, house wives, small children) living near the towers are exposed to this radiation 24 hours a day.

THE ROMNEY CAMPAIGN WILL SEE YOUR RELIEF EFFORTS AND RAISE YOU OPTICS - BuzzFeed has a behind-the-scenes look at how the Romney campaign's bogus "relief event" yesterday came to be: "The plan was for supporters to bring hurricane relief supplies to the event and then deliver the bags of canned goods, packages of diapers, and cases of water bottles to the candidate, who would be perched behind a table along with a slew of volunteers and his Ohio right-hand man, Senator Rob Portman. To complete the project and photo op, Romney would lead his crew in carrying the goods out of the gymnasium and into the Penske rental truck parked outside. But the last-minute nature of the call for donations left some in the campaign concerned that they would end up with an empty truck. So the night before the event, campaign aides went to a local Wal-Mart and spent $5,000 on granola bars, canned food, and diapers to put on display while they waited for donations to come in, according to one staffer. MITT ROMNEY. HA. HA. - LA Times: "The joke is on Mitt Romney, according to a survey of monologues by late-night comedians, and not in a good way. The study found that the Republican presidential nominee has been the butt of TV's top funny-men more than twice as often as President Obama. The monologues of the top nighttime talk shows targeted Romney 148 times since the political party conventions this summer, compared with 62 jokes aimed at Obama, said the Center for Media and Public Affairs at George Mason University. 'Romney is leading in the humor race,' said Robert Lichter, president of the media research organization, 'but being the biggest joke is a race nobody wants to win.'" [LA Times]

$10,000 BET, AXELROD STYLE - As polls show President Obama's lead diminishing in Minnesota, Michigan and Pennsylvania, senior Obama campaign strategist David Axelrod vowed that he would shave his signature mustache if the president loses any of those states. To be fair, if Obama does lose any of those states -- and likely the election -- Axelrod would have enough money coming in from whatever political consulting firm he signs on to that he could fly in Hollywood's best hair guy and have a new mustache grafted onto his face. "I will come on 'Morning Joe' and I will shave off my mustache of 40 years if we lose any of those three states," he said on the MSNBC morning show. Police say they may move from New Scotland Yard

LONDON (AP) ? It's not in Scotland. And it's missing a front yard. But anyone who has read a Sherlock Holmes novel can tell you that Scotland Yard equals London police.

Perhaps no longer.

London's police force may move from its headquarters, known as New Scotland Yard, as it faces making budget cuts of more than 500 million pounds ($800 million).

Deputy Commissioner Craig Mackey told the mayor's office Tuesday that it plans to save 6.5 million pounds ($10.5 million) per year by moving to a smaller building.

The police headquarters, and its iconic revolving "New Scotland Yard" sign, have been on London's Victoria Street since 1967. Planned staffing cuts will make the massive central London building an expensive luxury.

Though London's mayor has the final decision, agreement on the issue between the city's policing board and the Metropolitan Police makes the move highly likely.

But that doesn't mean that the HQ of this London institution would vanish without being missed. The chairman of the Metropolitan Police Federation, John Tully, said the sale was like losing the Crown Jewels.

"It's very regrettable that it's come to this," he said, quickly suggesting that Mayor Boris Johnson, whose office is in a glass and steel building on the River Thames, should reconsider cost-cutting demands.

"The mayor needs to look at his own office," Tully said. "He sits in a brand new building on the South Bank. Why doesn't he sell that to save money?"

Tully complained the move was an insult ? particularly to staff members who have been told "they've got to do more and be better and smarter."

Other things being considered to save money are co-locating police with fire service and local authorities and ? gasp ? they could even end up being based at supermarkets or post offices. Such a thing would really cause havoc for television journalists, who frequently stand in front of the revolving sign to do their stand ups.

"We won't keep older buildings any longer than we need to ? some buildings are getting old and the cost of keeping and maintaining them is considerable," the police said in a statement. "Our plans relate to all areas of the estate, including all HQ buildings and potentially moving New Scotland Yard from its current location."

Still, the police have moved before ? several times ? from Whitehall Place to Great Scotland Yard in 1875, to the Norman Shaw building in 1890, and to New Scotland Yard in 1967.

Great Scotland Yard, a street elsewhere in London, contained the entrance to police offices in the 19th century ? and even when the force moved locations, the name stuck.

But it's not like the "for sale" sign has been pasted to the front door just yet.

"New Scotland Yard costs millions of pounds a year to run and we would need to invest about 50 million (pounds) over the next few years to make it fit for longer term operational use," the police said. "However, no final decisions have been made."
